ANCHOR is being designed around voluntary, parcel-specific conservation agreements. The objective is not to acquire your land. The objective is to give willing landowners a durable way to preserve the character and uses they value.
Ownership remains with the landowner while the conservation agreement addresses specifically defined development and land-use rights.
Depending on the final agreement, protections may address uses that would fundamentally alter the property's rural or open-space character.
Rural properties are working properties. ANCHOR's model is intended to preserve conservation values while recognizing compatible uses landowners may wish to retain.
Existing improvements, ownership, title conditions, current uses and the landowner's goals all matter.
Final rights and restrictions are determined by the actual conservation instrument prepared and recorded for each property.
The landowner identifies the property and describes what they want to preserve.
Ownership, title, existing uses, parcel characteristics and conservation goals are reviewed.
Restrictions, conservation values and reserved rights are documented in the proposed instrument.
A parcel is considered protected only after the appropriate instrument is executed, accepted and recorded.
